Metro COG Policy Board The Policy Board is Metro COG’s executive decision making body. It meets the third Thursday of every month except November. The board performs three primary functions. First, the board reviews and approves all of Metro COG’s work activities, budgets, bills, etc. Second, the board discusses transportation issues affecting the metropolitan area. The multi-jurisdictional nature of the Policy Board provides the forum in which many of the inter-jurisdictional projects accomplished in the Fargo-Moorhead area get their start; inter-jurisdictional transportation issues are frequently handled from start to finish by the Policy Board. A third and extremely important function of the Policy Board is their endorsement of policies to other governing bodies. Because the Metro COG is representative of the metropolitan area and its Policy Board made up of elected officials and planning officials, the Metro COG is able to submit comments and request to the North Dakota and Minnesota State Legislatures and Departments of Transportation and the US Congress and Department of Transportation on behalf of the local municipalities. These efforts allow the local governments to support each other in their endeavors to improve their communities and ensure that the needs of the Fargo-Moorhead area are voiced at the higher levels of government. Metro COG is comprised of 14 voting members who represent the metropolitan area, and establish overall policy direction for all aspects of the area wide planning program. The Policy Board consists of at least three-quarters elected officials, and each jurisdiction's voting power is based on its approximate share of the area's population. Metro COG Policy Board Agendas and Minutes Transportation Technical Committee The TTC advises the Policy Board on technical matters associated with Metro COG’s work activities and mission and on specific transportation planning issues. The TTC meets the second Thursday of every month, except November. The committee is comprised of engineering, planning and transit staff from the local jurisdictions and a representative from the Federal Highway Administration, the North Dakota Department of Transportation and the Minnesota Department of Transportation. Transportation Technical Committee Agendas and Minutes Metropolitan Bicycle and Pedestrian Committee The Metropolitan Bicycle and Pedestrian Committee (formerly the Metropolitan Trails Committee) meets monthly to discuss the issues and needs facing the walking and bicycling public. The committee is also actively involved in planning and implementing improvements to pedestrian and bicycle facilities that improve safety and the quality of life for the citizens of the metropolitan area. The committee is made up of persons representing the local police departments, schools, park districts, city planning and engineering departments, and bicycle and pedestrian clubs. Metropolitan Bicycle and Pedestrian Committee Agendas and Minutes Metropolitan Transportation Initiative The Metropolitan Transportation Initiative (MTI) is a consortium of local municipalities, public and private transportation providers, social/human service agencies in the Fargo-Moorhead Metropolitan Area. MTI is responsible for the maintenance and implementation of the Coordinated Public Transit-Human Service Transportation Plan. The Coordinated plan is the driving document used to establish local priorities for certain Federal Transit Administration grant programs. is staffed by the Transportation Coordinator. MTI reports directly the COG Policy Board. |
