This plan provides us the opportunity to shape our transportation future in the Fargo – Moorhead metropolitan area. The plan balances technical assessments of the transportation system with community input to plan for a future transportation system that reflects the vision of the region. Our priorities must be in line with our projected financial resources, making it all the more important that the LRTP prioritizes projects that are reflective of the public's vision for the future. The plan considers future transportation needs and opportunities for all modes of travel - walking, driving, bicycling, riding transit, and the movement of freight both through and within our region. We must also balance the preservation of our existing streets, highways, sidewalks and trails with expanding the system through new construction.

Metro COG is updating its Long Range Transportation Plan (LRTP) to look at the region’s transportation system needs through the year 2045. The LRTP is a process that establishes a locally-rooted vision for how our transportation system should evolve over time. The LRTP will identify community goals, needs, priorities, and identify future investments. The LRTP considers citizen input, community trends, data on transportation system performance, and anticipates future growth. The LRTP will consider motor vehicle, transit / MATBUS, bicycle, pedestrian, and freight systems in the Metro COG area.

The Fargo - Moorhead area is an urbanized area with a population of more than 50,000, so it is federally mandated to have a Metropolitan Planning Organization (MPO). As the recognized MPO for the area, Metro COG is the transportation policy-making organization made up of representatives from local government and transportation authorities, and receives federal funding for transportation projects and programs for the region. Metro COG plans for these transportation projects and programs with a continuing, cooperative and comprehensive planning process that includes all of the jurisdictions including the cities of Dilworth, Fargo, Horace, Moorhead, and West Fargo, portions of Cass County and Clay County, and the North Dakota and Minnesota Departments of Transportation.
