Kindred Comprehensive and Transportation Plan

Kindred Comprehensive and Transportation Plan - August 2025

Project Background Information

Kindred, North Dakota, is a small but growing city in Cass County, about 25 minutes southwest of Fargo. Founded in the 1880s and named after William A. Kindred, a railroad and land company official, the town began as an agricultural community and still reflects that heritage today. As of 2023, Kindred has about 900 residents, a median household income of over $100,000, and a median age of around 33, indicating a relatively young and prosperous population. Most residents commute to jobs in the Fargo–Moorhead metro area while enjoying Kindred’s small-town atmosphere, strong school system, and close-knit community spirit. The city emphasizes family-friendly living, community involvement, and steady residential growth while maintaining its rural charm and agricultural roots.

Developed cooperatively by the City of Kindred, Cass County, and the Fargo-Moorhead Metropolitan Council of Governments, the Kindred Comprehensive and Transportation Plan provides a long-term, community-driven guide for managing growth and development in the city. The plan serves as a roadmap for how the city should evolve over the next 25 years

Project Objective

The objective of this project was the preparation of a new Comprehensive and Transportation Plan for Kindred, North Dakota which documents a vision for the city’s future and provides strategic guidance relative to future growth decisions. The plan includes goals and guidelines that are tangible and achievable during a 25-year planning horizon. The plan, incorporating the most recent census data, city and regional trends, development challenges and issues, and best planning practices, creates an overall blueprint for Kindred to appropriately plan for the city’s physical, social, and economic assets.

The city intends for the Comprehensive and Transportation Plan to be a living, accessible, and engaging document that will help guide long-term policy decisions and be directive to specific transportation and development issues when relevant. This project garnered the long-term support and commitment from residents, stakeholders, the Planning and Zoning Committee, and the City Council to realize the goals and vision of the Comprehensive and Transportation Plan.
