Streets and Highways Modal Plan RFP

Project Background Information

 

A Metropolitan Transportation Plan (MTP) is required to address a planning horizon of no less than 20 years and include both long- and short-range strategies and actions for the development of an integrated, multimodal transportation system. The MTP must also assess capital investment and other strategies to preserve existing and future transportation infrastructure and identify existing and proposed transportation facilities in sufficient detail, regardless of funding source, consistent with 23 CFR § 450.324.

Metro COG has implemented a modal planning framework in which individual transportation modes are evaluated through separate plans. These modal plans identify needs, strategies, and potential projects that can subsequently be evaluated, prioritized, and fiscally constrained as part of the MTP development process.

This approach allows Metro COG to conduct a more focused assessment of each transportation mode, develop projects that align with regional goals and objectives, and incorporate performance-based planning and programming. Developing projects in sufficient detail also allows Metro COG to better evaluate and forecast potential outcomes associated with their implementation.

Project Objective

 

Metro COG is seeking qualified consultant services to develop the Streets and Highways Modal Plan, which will identify and evaluate roadway transportation needs within the 2055 MTP planning horizon.

The plan will provide a comprehensive assessment of the metropolitan area’s existing and future streets and highways system and identify roadway needs, strategies, and potential projects for consideration in the subsequent MTP development process. Recommendations will be developed in sufficient detail to support project evaluation, prioritization, performance analysis, and future fiscal constraint.

The Streets and Highways Modal Plan will focus specifically on roadway transportation. The subsequent MTP update will integrate the findings and recommendations of this plan with those of other modal plans to establish a coordinated, multimodal transportation framework for the Fargo-Moorhead Metropolitan Area.
