West 94 Area Transportation Plan

Project Background Information

 

The FM Area Diversion Project is a large, regional flood control infrastructure project intended to protect more than 273,000 people in the Fargo-Moorhead metropolitan area from catastrophic flooding. The project is currently under construction and is anticipated to be completed by 2027, followed by certification by the Federal Emergency Management Agency (FEMA) potentially in 2029. Once the project is certified, lands formerly within the floodplain may become desirable for development. These lands include 2.5 square miles of undeveloped land between the Sheyenne Diversion/I-94 and the future stormwater diversion channel west of the City of West Fargo.

Project Objective

 

The objective of this study is to determine potential growth and travel scenarios resulting from the development of the West 94 Area as well as planning-level connections to and from the area, including potential connections across I-94 and the Sheyenne Diversion to 13th Avenue/County Road 28.
